New yearly survey for federal managers

If enacted, each Executive agency would run a yearly survey of its Federal managers. A Federal manager means a GS-13 or higher supervisor or management official. The survey would include ten set questions on discipline systems, leadership support, training, time during probation, input on labor talks, morale, and turnover. Each question would allow a written, narrative response. The same rules that apply to the employee survey would apply here. OPM would update the implementing rules within 180 days after enactment.
