If enacted, Medicare Part B would test paying for on‑scene emergency care when an ambulance is sent but you are not transported. Care would need to follow state and local rules, be tied to an emergency call, and may use online medical direction. HHS would set payments to roughly match what a transport would have paid. If telehealth is used with this care, your location would count as an eligible telehealth site. The model would start within 2 years, run 5 years, and operate under a special exception to some usual Innovation Center authority; GAO would report within 4 years of implementation.
