Summary

Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 1 costs, 0 mixed.

Stricter foreign funding reports for colleges

If enacted, colleges and universities would face stricter foreign funding reports. They would need to file with the Education Department by January 31 or July 31, whichever date comes sooner. A report would be required if the school is owned or controlled by a foreign source, or if one foreign source gives $250,000 or more in a calendar year (alone or when added to other gifts or contracts from that same source). If the source is tied to a covered nation, any dollar amount would trigger a report. “Covered nation” would follow a defense-law definition (10 U.S.C. 4872(f)(2)).

Faster sharing of college foreign funding records

If enacted, the Education Department would send college foreign gift records to the FBI and the Director of National Intelligence. Within 90 days after enactment, it would send all past Section 117 records and any records the Department created during compliance investigations. Going forward, it would send a copy of any new disclosure within 10 days of receiving it. This could speed law-enforcement access to these reports.
