Reinstatement and job protections for CISA staff
If enacted, CISA employees removed between January 25, 2025 and March 1, 2025 could choose to get their old job back. They could receive backpay under 5 U.S.C. 5596. This would not cover political appointees (Executive Schedule, non‑career SES, or Schedule C) or people removed for misconduct or poor performance. Going forward, agencies would be barred from forcing CISA staff out or moving them outside CISA unless a later law allows it. Agencies also could not impound, transfer, or reprogram CISA funds to make such moves unless an appropriations act expressly allows it.
No federal pay for Government Efficiency staff at CISA
If enacted, no federal funds could pay the salary or expenses of any Department of Government Efficiency (DOGE) staff working at CISA. This would include DOGE employees who are transferred, detailed, or otherwise assigned to CISA. The block would take effect upon enactment.
