- Regional partners: Names Egypt, Greece, Cyprus, and Israel as key U.S. partners and highlights projects such as the Great Sea Interconnector, the Greece-Bulgaria interconnector, and LNG terminals as anchors for linking the Gulf, India, and Europe.
- Federal planning and oversight: Requires several reports and studies due within one year, including an annual implementation report, a multilateral initiatives briefing, an analysis of the Cyprus Centre for Land, Open Seas, and Port Security (CYCLOPS), and a study on creating or expanding U.S.-style bilateral research and development programs with Eastern Mediterranean and IMEC countries.

More U.S. focus on Eastern Mediterranean
If enacted, the Secretary of State would set up regular multilateral strategic dialogues with IMEC and Eastern Mediterranean partners. The bill would direct the Secretary to make the Eastern Mediterranean a higher priority in U.S. foreign policy, focusing on energy security and defense cooperation. It would also name which countries count as Eastern Mediterranean (Egypt, Greece, Cyprus, Israel) and which House and Senate committees are "appropriate" for oversight. These rules would take effect upon enactment.
Reports and studies on Eastern Mediterranean
If enacted, the bill would require several reports and studies to Congress within one year. The Secretary of State and Secretary of Energy would report on the cost, steps, and feasibility of creating or expanding Israel-style binational programs (for example, BARD, BIRD, BSF, and the U.S.-Israel Science and Technology Foundation). The Secretary of State and Secretary of Homeland Security would analyze the CYCLOPS cooperation model and send a report within one year. The Secretary of State would also brief Congress on each IMEC multilateral initiative, and the Secretary of Energy (with State) would send an annual implementation report starting within one year.
