Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Accessible formats for blind recipients

If enacted, public entities that run federally funded benefits would have to offer public materials in accessible formats for Blind or Visually Impaired people. Formats would include Braille, reflow large print, audio, or an accessible digital file (such as a tagged PDF). The rule would cover materials created by the agency, its employees, or its contractors. Agencies would send accessible copies by U.S. Mail or secure electronic delivery, timed with the standard version. Covered agencies include those running Social Security, Medicare, Medicaid, housing help, student aid, SNAP, and unemployment; private or internal documents would not be covered.

Liability shield for compliant agencies

If an agency follows these accessibility rules, it could not be sued under subtitle A of title II for how it sent the accessible communication to a Blind or Visually Impaired recipient. This protection would apply only when the agency meets the section’s requirements. If it does not comply, the shield would not apply.
