Special immigrant status for Russian STEM PhDs

If enacted, this bill would create a special path to U.S. permanent residence (a green card) for some Russian STEM PhDs and their families. You would need to be a Russian national with a doctoral degree in a STEM field and plan to work in that field. No U.S. job offer would be required, but you must file the immigrant petition, be visa-eligible and admissible, and pass refugee-level vetting with an interview. DHS would aim to decide complete cases within 90 days, and up to 3,000 people could qualify each year in FY 2026–2029. These visas would not count against normal annual or per-country green card caps. The authority would end after the fourth full fiscal year, but approved petitions before that could still lead to visas or green cards later.
