Free caregiver training for autism and disabilities
If enacted, this would create a HRSA pilot that gives free caregiver skills training. It would serve adult family caregivers of children ages 0–9 with autism or other developmental disabilities or delays. Training would cover communication, social skills, daily living, responses to challenging behavior, and caregiver self-care. At least 25 groups in at least 15 States would receive grants, each at least $500,000 over five years. Grantees must set up a local stakeholder committee. Training would be free and could not replace Medicaid, private insurance, or IDEA services.
Five-year funding for caregiver training
If enacted, this would authorize $10 million each year for FY2026–FY2030 to run the pilot. Congress would still need to appropriate the money. The funding would allow HRSA to award and support grants.
HHS support and yearly reviews for pilot
If enacted, HHS, through HRSA, would help grantees run the pilot and plan for sustainability. Programs would be encouraged to reach medically underserved communities when possible. HHS would evaluate results each year, including child skills and caregiver improvements. HHS would hold at least one national or regional meeting to share best practices. HHS would report to Congress within 6 months after the first grant and again by the end of FY2027.
