Sponsored By: Representative Garamendi, John [D-CA-8]

Show full summary
  • Bidding and contractor rules would change. Only firms with third-party certification that meets AMPP SSPC-QP quality standards would be eligible to bid for covered corrosion-related work on applicable bridge projects.
  • Workforce and training rules would tighten. Certified contractors would have to employ a substantial number of workers trained and certified by approved programs and provide specified training for noncertified workers who perform covered tasks.
  • Rail bridges gain grant access. The measure would add authority for federal grants to fund corrosion control work on rail bridges.
  • Weathering-steel guidance required. The Transportation Secretary would complete a study within 18 months on best practices for inspecting and addressing corrosion on weathering-steel bridges and share the report with State departments of transportation, metropolitan planning organizations, regional planning bodies, and local bridge owners.

Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Certified contractors for bridge corrosion work

If enacted, contractors on federally funded bridge projects would need industry certification for corrosion-related work. Agencies would only accept bids from certified firms that prove they meet AMPP SSPC-QP standards (or successors). Projects would need a corrosion management system that follows industry standards for coatings, materials, and protection. Certified contractors would have to train workers who are not certified applicators, using approved programs or apprenticeships. This would cover eligible highway and railroad bridge projects (not minor de minimis work) and would take effect upon enactment.

Grants for rail bridge corrosion fixes

The bill would let federal rail grants cover corrosion control on railroad bridges. Railroads and state or local bridge owners could apply for funds to remove hazardous coatings, paint, or protect steel and rebar. If passed, this could improve safety and cut future repair costs. It would take effect upon enactment.
