Equality in Laws Act

Sponsored By: Representative Lee, Summer L. [D-PA-12]

Introduced

Summary

Makes the U.S. Code gender-neutral by directing the House Law Revision Counsel to replace gender-specific pronouns and nouns with gender-neutral language where doing so would not change legal meaning. It would require general word substitutions across titles, targeted edits for positive-law titles, and drafted bills to amend nonpositive-law titles, using specified replacement options like "the individual" or "they" and defining gender-neutral language as referring to all genders without exclusion.

Gender-neutral wording in federal law

This bill would direct the House Law Revision Counsel to replace gendered words in federal laws with gender‑neutral terms. Examples could include using the individual, they or them, the individual's, or the job title, depending on the sentence. Changes would be made only if they keep the same substance and intent of the law. For titles already enacted into positive law, the Counsel would send revisions to the House Judiciary Committee. For titles not enacted into positive law, the Counsel would draft a bill to amend them. The bill would define gender‑neutral language as wording that does not single out or exclude any gender, to guide how changes are made and read.
