Local Farmers Feeding our Communities Act
Sponsored By: Representative Bresnahan, Robert P. [R-PA-8]
In Committee
Summary
Would boost local food purchasing and rural farm economies by funding USDA cooperative agreements. The bill would create a program for noncompetitive cooperative agreements that let eligible entities buy unprocessed or minimally processed local foods and expand markets for small, mid-size, beginning, and veteran producers.
Show full summary
- Farmers and producers: Small, mid-size, beginning, and veteran producers would get new buyers and support. Grantees must ensure at least 25% of their annual purchases come from these priority producers.
- Community access and technical help: Eligible entities would use awards to buy and distribute fresh local foods to nonprofits and other food distributors and to provide technical assistance like food safety training.
- Funding and rules: The bill would supply $200 million in mandatory funding each year starting in FY2026 and authorize $200 million for FY2026 through FY2030. Ten percent of annual funds would go to Tribal governments, each State would receive 1%, and the remainder would be allocated using the Emergency Food Assistance Act formula. Not more than 25% of a cooperative agreement could cover administrative expenses and technical assistance, and at least half of that amount must be used for technical assistance.
*Would create mandatory spending of $200 million each year starting in FY2026, increasing federal outlays.*

More federal purchases for local farmers
If enacted, the bill would create a Local Farmers Feeding Our Communities Program run by the Secretary of Agriculture. Starting in fiscal year 2026, the Secretary would use $200 million of Commodity Credit Corporation funds each year, and the bill would authorize $200 million per year for 2026–2030. USDA would make noncompetitive cooperative agreements with eligible State entities to buy unprocessed or minimally processed local foods and send them to food distributors and nonprofits. Each awardee would have to buy at least 25% of the annual value from small-size, mid-size, beginning, or veteran producers, and covered producers must be inside the eligible area or within 400 miles of delivery. No more than 25% of each cooperative agreement could pay administrative costs and certain technical assistance, and at least half of that capped amount would have to fund the technical assistance. USDA would provide guidance, training, and monitoring throughout each cooperative agreement.
