Saving the Forest Service's Workforce Act

Sponsored By: Representative Huffman, Jared [D-CA-2]

Introduced

Summary

A temporary freeze on layoffs at the Forest Service. This bill would bar the Forest Service from starting or carrying out any reduction-in-force or involuntary separation of competitive service employees, career employees in the excepted service, or career Senior Executive Service appointees except for misconduct, delinquency, or performance. The Secretary of Agriculture, acting through the Chief of the Forest Service, would implement the moratorium. The pause would last until full-year Forest Service appropriations for FY2026 are enacted into law. Existing adverse-action authorities for cause under federal civil service rules remain available.

No Forest Service layoffs until 2026 funding

If enacted, the Secretary of Agriculture, through the Forest Service Chief, would be barred from starting or carrying out layoffs or other involuntary separations at the Forest Service. This would last until Congress enacts full‑year Forest Service funding for fiscal year 2026. It would cover competitive service staff, career excepted‑service staff, and career Senior Executive Service appointees. Removals for cause would still be allowed for misconduct, delinquency, or poor performance. Other existing personnel action authorities would still apply.
