- Institutional investors and large buyers: HUD would monitor purchases and must investigate any single purchaser that bought more than 2,500 manufactured homes or pad sites in a market area since Jan 1, 2015 for price gouging, rent increases above the area's median rent rise, or failure to provide utilities.
- Policymakers and HUD: HUD must publish investigation reports to Congress and online and develop a long-term strategy to address manipulation. The bill exempts the data collection for the investigation from the Paperwork Reduction Act.

HUD checks pad-site rent and big buyers
This bill would require HUD to investigate if pad-site rents in manufactured home parks are being manipulated or gouged. HUD would monitor each housing market area and check any buyer who, since January 1, 2015, bought more than 2,500 homes or pad sites in one market. Those probes would look for price gouging, rent hikes far above the area's median increase, or failure to provide utilities. HUD would publish a report within 270 days after enactment with a long-term strategy using race, gender, and income data, plus how institutional investors affect seniors and underserved communities. Any investigation report would be posted within 1 year after it ends. Data collection for the pricing investigation would be exempt from the Paperwork Reduction Act.
Which parks and homes are covered
The bill would define which homes and parks fall under these rules. A "manufactured home" would use the federal definition and include older or nonconforming units. A "manufactured home community" would mean a park, court, or community that rents pad sites, or pad sites and homes, for people to live in. This would take effect when enacted.
