Funding to test emergency alert systems
This bill would set up a FEMA program to help States, localities, and Tribes test and improve emergency alerts. FEMA could give technical help and money for training, live exercises, message templates, metrics, and tech and infrastructure testing across platforms. It would also support public education on how alerts work and what people should do. The bill would authorize $30 million each year for fiscal years 2025 through 2035. FEMA would need to submit a plan within 1 year, and report to Congress within 2 years and then every year. The program would not force any authority to use a specific system, and it would end 10 years after enactment.
