Show full summary
  • Farmers: Provides quicker cash by allowing a one-time advance equal to 40% to 50% of the projected PLC payment on eligible payment acres. The rest is paid later after the marketing year.
  • USDA administration: Requires the Secretary to decide quickly whether 2025 PLC payments are needed and, if so, offer advances and issue implementing regulations within 60 days and initial action timelines tied to roughly 90 days.
  • Payment rules and risk: Uses payment acres to calculate advances, creates a separate follow-up payment under the PLC rules for 2025, and lets the agency recover erroneous advances if projections change.

Early Price Loss Coverage payments for farmers

This bill would let the Secretary of Agriculture offer producers a one-time advance payment of Price Loss Coverage (PLC) for crop year 2025. The advance would be 40% to 50% of the Secretary's projected PLC payment for the covered commodity on your payment acres. The Secretary must issue rules within 60 days of enactment and offer the advance within 90 days if PLC payments are required. You would get a later reconciliation payment after the marketing year equal to the final PLC payment minus the advance. The government could recover any advance later determined not to have been required.
