Sponsored By: Representative Schweikert, David [R-AZ-1]
Introduced
Summary
Lets CPU operators choose to keep running their contract postal unit after the Postal Service decides to end the contract. This bill would let a covered contractor elect to keep a Contract Postal Unit operation agreement in effect under specific conditions.
Show full summary
- Covered contractors would be able to continue operating a contract postal unit if the termination is not mainly for the contractor’s breach, the Postal Service has not re-awarded the CPU to the same contractor, the contractor files a notice of election, and the contractor agrees to amend the agreement.
- After an election the agreement would generally keep the same terms but would not require the Postal Service to make payments to the contractor. The Postmaster General could still decide to authorize payments and set their terms.
- The agreement would remain in effect until the Postal Service terminates for a contractor breach, the contractor ends the agreement, or the contractor permanently stops operating the CPU.

Postal unit contractors can keep operating
If enacted, contract postal unit operators could choose to keep operating after USPS moves to end or not renew their agreement. They would need to give USPS notice and agree to the updated terms. This option would apply only if the decision is not mainly due to the operator’s breach and no new agreement is already in place for that unit. Most contract terms would stay the same after the original end date. But USPS would not have to keep paying after that date, unless the Postmaster General allows payments and sets the terms. The continued agreement would last until USPS ends it for breach, the operator ends it, or the unit permanently closes.
