- Small Business Investment Company programs: Would provide up to $1.3 billion for title V (SBIC) activity to maintain investments and loan work during lapses.

Backup funds for small-business loans in shutdowns
If enacted, the Small Business Administration would get automatic funds during any FY 2026 shutdown that starts after enactment. For each 30-day lapse (pro-rated if shorter), the Treasury would provide about $2.917 billion for 7(a) loan servicing, $1.25 billion for Small Business Investment Company loan servicing, $500,000 for 7(m) loan servicing, and $13.775 million for 7(m) admin costs. The money would pay salaries and expenses needed to keep servicing these loans. This would help small-business borrowers avoid service gaps during a shutdown and would not change loan terms.
