Sponsored By: Representative Smith, Adam [D-WA-9]
Introduced
Summary
Creates a Support Services Training Fund to pay flexible, targeted supports that help people finish Workforce Innovation and Opportunity Act (WIOA) training programs. The fund ties those supports to partnerships with State TANF and SNAP agencies to coordinate groceries, after-hours childcare, and other needs that block training completion.

- Families and caregivers: Grants can cover groceries and after-hours childcare so trainees with children can attend and finish classes. These supports aim to reduce everyday barriers to completing workforce training.
- People in training: Eligible participants are those in WIOA Title I and Title II training activities. They can get supportive services described in WIOA plus other needs a grantee identifies as important for completion.
- Local and State workforce boards: Local workforce development boards or consortia and State boards can apply for competitive grants to run the program. Individual grants are capped at $2.0 million per year.
- TANF and SNAP administrators: State agencies that run Temporary Assistance for Needy Families and the Supplemental Nutrition Assistance Program must be included as partners in grant applications to coordinate benefits and services.
