No Tricks on Treats Act of 2025
Sponsored By: Representative Jacobs, Sara [D-CA-51]
Introduced
Summary
Prominent on-package labeling of synthetic dyes, added flavors, and nonnutritive sweeteners. This bill would require foods to state on the principal display panel if they contain any synthetic dye, any added artificial or natural flavoring, or any nonnutritive sweetener. It applies to foods and not to dietary supplements. The bill defines “synthetic dye” by referring to batch-certified dyes under part 74 of Title 21, Code of Federal Regulations.
Show full summary
- Families and shoppers: Would make it easier to spot whether a packaged food contains synthetic dyes, added flavors, or nonnutritive sweeteners because that fact must appear prominently on the front panel.
- Food manufacturers and packagers: Would need to add prominent front-panel statements on covered products and would use the CFR part 74 reference to decide which dyes qualify as “synthetic dyes.”

Clear front labels for food additives
If enacted, food manufacturers and packagers would need a clear notice on the front of the package when a food contains any nonnutritive sweetener, any synthetic dye, or any added artificial or natural flavor. The notice would have to be prominently stated on the principal display panel. This would not apply to dietary supplements. “Synthetic dye” would mean an FDA batch-certified dye under 21 CFR part 74 (or successor rules). If the notice is missing, the food would be treated as misbranded under the Federal Food, Drug, and Cosmetic Act.
