Bill Overview
Analyzed Economic Effects
4 provisions identified: 1 benefits, 2 costs, 1 mixed.
Federal funds blocked for NGO migrant aid
If enacted, federal money could not pay NGOs for three services: immigration legal help, housing for people without lawful status, and transport for people who entered unlawfully. The ban would apply to new grants, awards, contracts, and funding agreements after the enactment date. Limited exceptions would remain, such as for minors.
Interior barred from migrant aid deals
If enacted, the Interior Department and its bureaus could not run or sign contracts for immigration legal help, housing for people without lawful status, or transport for unlawful entrants. It would also bar Interior from migrant resettlement, immigration enforcement, and immigration legal representation. The ban would apply to contracts and agreements made on or after enactment.
Agencies would enforce funding ban
If enacted, heads of government agencies would need to make sure funded NGOs follow the ban. The rules would start on the day of enactment and apply only to new grants, awards, contracts, and funding agreements. The bill would define who counts as a government agency, a non-governmental organization, a minor, and immigration legal services.
Aid for immigrant minors would continue
If enacted, NGOs could still use federal funds to help immigrant minors. Covered help includes legal aid, housing, and transport. A minor means an immigrant under age 18. This would apply to new grants and agreements after enactment.
