Prevents Medicare Advantage default enrollment. The bill would bar funds available to the Department of Health and Human Services from being used to treat someone with Medicare Part A and Part B as having elected a Medicare Advantage plan unless that person explicitly elects MA under the statute in section 1851(e)(1). The text preserves the narrow exception in subsection 1851(c)(3).
