National plan to fight scams
If enacted, the FBI would create a multi-agency working group within 90 days. The group would publish a National Strategy within 1 year and send it to the Senate Special Committee on Aging and the Senate and House Judiciary Committees. The Strategy would define the term scam, harmonize federal complaint and enforcement data, set up rapid public warnings, and plan public–private actions to block scam communications and help victims recover funds. The FBI, FTC, and CFPB would adopt the Strategy's common scam definition within 1 year of publication. The Strategy would be updated at least every 5 years and reposted publicly within 30 days of each update, and agencies would adopt any updated definition within 1 year.
