Ban on funding explosive nuclear tests

If enacted, this bill would bar the government from obligating or spending money to conduct or prepare for any explosive nuclear weapons test that produces any yield. The ban would apply to funds authorized for fiscal year 2026 and later, and to earlier-year funds that are still available on the date of enactment. A test could only go forward after the President submits an addendum to the Atomic Energy Defense Act report about any year-to-year stockpile change and Congress enacts a joint resolution approving the test. The prohibition would not stop routine nuclear stockpile stewardship activities that follow the zero-yield standard.
