Payer State Transparency Act of 2025

Sponsored By: Representative Foster, Bill [D-IL-11]

Introduced

Summary

Creates a uniform, state-by-state accounting of federal taxes and federal spending to show what each state pays and receives. It would set standard methods to assign individual and business federal tax payments and to allocate federal outlays by where funds and contract work are performed.

Show full summary
  • States and state leaders: Provides each state an annual estimate of federal taxes paid by its residents and federal outlays received. The numbers would be produced by the Bureau of Economic Analysis and the Office of Management and Budget.
  • Businesses: Assigns federal taxes paid by legal business entities to states in proportion to where the entity's economic activity occurs. That changes how business tax burdens are reported across states.
  • Federal contracts and transparency: Treats federal contract awards as outlays and allocates them to states based on where contract performance occurs. Requires a joint report to Congress and publication on the Bureau of Economic Analysis website not later than 180 days after the start of each calendar year.
