Stop VA from selling veterans' data

This bill would bar the VA Secretary from signing contracts that let contractors sell veterans' sensitive personal or health data. Within one year, the Secretary would add no-sale clauses to covered contracts or modify existing ones. The Secretary would issue guidance for employees and contractors to identify monetization or other misuse. Within one year, VA would send the contract clause, the guidance, and a summary to House and Senate VA committees. The bill would define covered contracts and covered information to include protected health and personally identifiable information. It lists 5 U.S.C. 552a; 38 U.S.C. 5701 and 7332; and 45 C.F.R. parts 160, 161, and 164.
