Summary
This bill would create a Department of Justice pilot that funds grants to build and maintain digital, statewide community resource guides for people returning from incarceration. The guides must list names and contact information, be regionally sortable and downloadable, stay current, and cover many services such as employment, housing, legal aid, medical and mental health care, addiction treatment, veterans and senior services, food pantries, and local shelters.

If enacted, the bill would require the Attorney General to set up a pilot grant program within one year to help States build and maintain digital statewide reentry resource guides. The program would authorize $8,000,000 per year for fiscal years 2027 through 2030 and would make 3-year grants to eligible States. Grants could pay for planning, implementation, outreach and language translation, staff tied to the guide, and website maintenance. State applications would need to list statewide resources with locations and contact details, say who will run the guide, where it will be available, and how prisons and people returning home will learn about it. Guides would have to be downloadable, sortable by region, and include many service types like employment, housing, health, legal, addiction, and other supports. Grantees would send annual reports, and after the pilot ends the Attorney General would report to Congress on implementation and effects on recidivism and reentry.
