FIRE Act of 2025
Sponsored By: Representative Chu, Judy [D-CA-28]
Introduced
Summary
Improve wildfire forecasting and early detection. This bill would direct the National Oceanic and Atmospheric Administration to create a program that develops better wildfire and smoke forecasts, improves risk communication, and enables earlier detection using advanced satellites, fuel-moisture assessments, coupled atmosphere-fire models, and research testbeds.
Show full summary
- Families and communities: Would get clearer fire and smoke forecasts and warnings to help reduce loss of life, injury, and property damage.
- Emergency managers and first responders: Would gain tools to better predict fire spread and smoke, helping with evacuation timing and resource staging.
- Researchers, industry, and NOAA: Would fund weather research testbeds to build advanced satellite detection, grid-based fuel moisture outlooks, and coupled modeling. It would bar using resources from existing NOAA cooperative institutes for those testbeds.
*Would authorize $15.0 million in federal funding for fiscal year 2026 to support the new NOAA program and testbeds.*

Better wildfire forecasts and detection
If enacted, NOAA would start a program to improve wildfire forecasts, smoke forecasts, warnings, and early detection. The program would work with the U.S. weather industry and academic partners. NOAA would develop new satellite detection, fuel-moisture outlooks, coupled fire-atmosphere models, and tools linking climate predictions to land management. The Assistant Administrator for the Office of Oceanic and Atmospheric Research would have to create one or more weather research testbeds within 180 days. Those testbeds could not use resources from NOAA cooperative institutes that existed at enactment. The bill would authorize $15,000,000 for fiscal year 2026, but Congress must appropriate the money before NOAA can spend it.
