Bill Overview

Analyzed Economic Effects

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

Local input on post office moves

If enacted, the Postal Service would have to follow new rules before temporarily moving post office retail services. Moves longer than 2 days would need community input. The Postal Service would send a written outline and offer to discuss to local elected officials at least 30 days before a move. The public would get notice at least 15 days before the move and a public presentation would be held within 15 days after officials are told. The Postal Service would send status updates every 60 days starting 60 days after the first 30-day comment period ends, and continue until 60 days after the move ends. If a temporary move lasts more than 180 days, the Postal Service would have to file a report within 30 days to the Senate Committee on Homeland Security and Governmental Affairs, the House Committee on Oversight and Accountability, and affected Members of Congress that explains notifications and any extension.

Rule to request new post offices

This bill would require the Postal Service to write a formal regulation letting a local government official request a new post office in their area. The Postal Service would have to issue that rule not later than 90 days after the Act becomes law. The rulemaking would set a process but would not itself fund or guarantee a new post office.
