Summary
Would create a federally maintained 'sanctuary jurisdiction' database and would block federal funding to listed jurisdictions. The bill would define sanctuary jurisdictions by local laws or policies that conflict with specified federal immigration laws, limit compliance with detainer requests, or bar federal interviews of incarcerated people.

- State and local governments: Local entities whose laws or practices meet the bill's criteria could be designated a "sanctuary jurisdiction" and federal funds made available after enactment could not be obligated or expended with respect to them.
- Federal agencies: The Secretary of Homeland Security, acting through the Director of U.S. Immigration and Customs Enforcement, and the Attorney General would have to jointly create and publish the database within 90 days and update it at least quarterly.
- People in custody and local police policies: Rules that prevent federal interviews of incarcerated individuals or restrict officers from honoring detainer requests are explicit triggers that could lead to a jurisdiction's designation.

Sanctuary areas list and funding ban
If enacted, Homeland Security and the Attorney General would make a public list of state and local "sanctuary" governments. They would have 90 days to create it and would update it at least every three months. A place would be listed if it blocks cooperation with federal immigration laws, detainers or arrests, or jail interviews about immigration status. Federal funds made available after enactment could not be obligated or spent in places on the list. Households in listed areas could see cuts to services that rely on federal money.
