Show full summary
  • U.S. shipowners and operators: Would let vessels that transport methane refrigerated liquid (LNG) receive U.S. certificates of documentation and coastwise endorsements, widening options for domestic LNG transport and registration.
  • Russian and Chinese entities: Explicitly blocks vessels owned in whole or in part by Russian or Chinese nationals or their governments, Russian- or Chinese-flagged ships, and vessels with any Russian or Chinese crewmember from getting these documents.
  • Crews and hiring: Operators seeking coastwise endorsements for LNG ships would need to ensure no crewmember is a Russian or Chinese national to meet the bill's eligibility rules.

Allow U.S. documentation for LNG ships

If enacted, this bill would let a U.S. certificate of documentation be issued for any vessel that transports methane, refrigerated liquid (commonly called liquefied natural gas). It would add transporting LNG to the list of qualifying activities for a coastwise endorsement. The bill would exclude vessels owned in whole or in part by Russian or Chinese nationals or their governments, vessels flagged by Russia or China, and vessels with any crewmember who is a Russian or Chinese national. The text does not specify an effective date, sunset, or any new appropriation.
