- Families and patients would see clinics certified to provide required person-centered behavioral health care plus optional "additional" services, which may include some primary care. Clinics could start offering the expanded service mix on and after October 1, 2026.
- States and clinics would gain a new accreditation option tied to Public Health Service Act approved bodies and required data-access agreements with the Secretary. The bill would also set detailed prospective payment system rules for Medicaid (effective fiscal year 2026) and for Medicare (coverage and PPS beginning January 1, 2027) including unit-of-payment choices, outlier payments, rebasing, and managed-care supplemental payments; Medicare payments would apply an 80 percent rule relative to charges or PPS amounts.
- Clinic operations would get federal support through operating grants, technical assistance, and data infrastructure funding through 2030 to speed adoption and standardization. The bill would also extend Federal Tort Claims Act liability protection to clinicians working in certified CCBHCs.
