Community grants to cut airport noise and pollution
If enacted, EPA would set up a pilot mitigation grant program within 6 months after the monitoring program’s final annual report. Local nonprofits, public health departments, and local or Tribal governments could apply; governments would need a nonprofit partner. Grants would run 3–5 years and could fund weatherization, home retrofits, energy upgrades, noise reduction, public health services, and healthcare tied to airport pollution. EPA would prioritize disadvantaged and disproportionately impacted communities and require ongoing community input. Projects could help households in affected neighborhoods; there would be no direct cash payments to individuals.
Grants to monitor airport noise and pollution
If enacted, EPA would launch a 3-year pilot within 180 days to measure aircraft noise and air pollution near airports and flight paths. EPA could make up to 6 awards, each $2.5 million to $5 million for the full 3 years. Grantees would produce neighborhood and ZIP code level data that can trace sources, coordinate with local agencies and community groups, and share results publicly each year. This could give communities better facts to target mitigation and health actions.
