Timely Agreements Act
Sponsored By: Representative Miller-Meeks, Mariannette [R-IA-1]
Introduced
Summary
Speeds approvals for VA-State Veterans Homes resource-sharing agreements and clarifies inspection risk when care is delivered without a formal VA contract. This bill would set a clear process and timeline for proposals to buy pharmaceuticals or durable medical equipment from State Homes.
Show full summary
- State Veterans Homes: Could submit proposals by hand, mail, fax, email, or other VA-approved methods and would use a standard proposal template that the VA must provide within 180 days after enactment. This reduces paperwork uncertainty for operators.
- Department of Veterans Affairs: Would have to approve or reject a qualifying purchase proposal within 60 days of receipt or the proposal would be deemed approved. Rejection would not block future submissions or negotiations.
- Veterans and residents: The bill would say that providing care without an applicable VA agreement is not, by itself, a basis for an inspection violation or deficiency. That lowers the regulatory risk for homes caring for eligible veterans.

Faster approvals for State veterans homes
If enacted, the VA would have to provide a standard proposal form for State veterans homes and allow hand, mail, fax, or email submissions. The form would be available within 180 days of enactment. The VA would have 60 calendar days to approve or reject proposals to buy pharmaceuticals or durable medical equipment. If the VA did not act in 60 days, the proposal would be treated as approved. The VA would also not treat giving care without a signed agreement as, by itself, an inspection violation.
