Summary
Treats documentation under the Make It American Process Standard (NEMA 70901–2024) as acceptable proof of domestic content for HUD-funded projects. This bill would apply that evidentiary standard to HUD-administered financial assistance under the Build America, Buy America Act while allowing recipients to use other legally permitted certification methods and authorizing the HUD Secretary to recognize similar auditable and verifiable standards.

HUD would accept NEMA domestic proof
This bill would tell HUD to treat Make It American Process Standard documentation (NEMA 70901–2024) as sufficient proof that a HUD-funded project meets Build America, Buy America domestic content rules. The Secretary would be able to approve a successor version of NEMA 70901–2024 or similar standards that provide an auditable and verifiable domestic content certification process. Recipients would not have to use NEMA documents and would be allowed to use any other certification method permitted by law. If enacted, this change would take effect on enactment and could reduce paperwork and compliance uncertainty for HUD contractors and suppliers.
