More security grants for nonprofits
This bill would raise Nonprofit Security Grant Program funding to $1 billion per year for each of fiscal years 2027 through 2031. Two major suballocations would increase to $500 million each. FEMA would have to speed up applications, technical help, and payments and post notices within 90 days after Congress funds the program. States would be required to review reimbursement requests within 90 days unless more documentation is needed. FEMA would also issue guidance within 120 days limiting percentage caps on using grant money for private security except to prevent fraud, update the eligible equipment list annually, and publish program data while protecting applicant identities.
Platform reporting on antisemitic posts
This bill would require large online platforms with at least 50 million monthly U.S. users to file and publish a transparency report within one year and every 180 days after that. Reports would have to list how the platform finds antisemitic content, the mix of automated and human review, counts of violating posts, actions taken (removals, demonetization, deprioritization), reach metrics (including how much removed content had over 100 views), and breakdowns of suspended accounts (bots, accounts linked to foreign terrorist groups, and others). The FTC could make rules and enforce failures to file as unfair or deceptive practices.
Annual antisemitic threat reports
This bill would require the FBI, DHS, and the National Counterterrorism Center to write two joint threat assessments within 180 days and then once a year for 10 years. One would cover domestic antisemitic violent extremism and the other would cover transnational antisemitic violent extremism. Each assessment would have a classified and a declassified public version. Agencies would send the reports to Congress and publish the declassified version on the FBI website. Reports would not include personally identifiable information.
Grants to boost policing at places of worship
This bill would let the Attorney General award grants to state and local law enforcement to strengthen security at at-risk religious institutions. Grants could pay for more patrols, training, and other assistance. The funding could come from amounts reserved under section 506(b) of the Omnibus Crime Control and Safe Streets Act of 1968 for each of fiscal years 2027 through 2031.
Stronger antisemitism rules for schools
This bill would require the Education Department to name an antisemitism coordinator within 90 days and to set up a Title VI Clearinghouse within 180 days. OCR would send written reminders and give regional trainings annually for five years. Colleges and K–12 recipients of federal funds would have to name at least one Title VI coordinator, adopt and publish grievance procedures, keep related records for seven years, and run an awareness campaign with annual updates. The bill would also change campus crime reporting so bias categories match FBI terminology and give coordinators access to those statistics.
