Military Spouse Employment and Child Care Readiness Act
Sponsored By: Representative Escobar, Veronica [D-TX-16]
Introduced
Summary
Improving data on military child care workforce and readiness. This bill would require the Department of Defense to produce a report within 120 days that assesses staffing, vacancies, capacity, licensure transferability for military spouses, the feasibility of supervised home-based care on post, and incentives to recruit and retain spouse employees.
Show full summary
- Military spouses: The report would study whether licenses or certifications can move with spouses on permanent change of station orders and whether spouses could run supervised home-based care in on-post housing. It would also solicit recommendations on pay stipends, professional development, and flexible scheduling to attract and keep spouse employees.
- Military families: The report would estimate how many more children military child development centers could serve if centers were fully staffed. That would show the scale of unmet child care need for military families.
- Child development centers: The analysis must include the workforce mix, including the share of employees who are military spouses or spouses of retired or separated service members, plus vacancy rates and reasons.
- Policymakers: Findings and recommendations would go to the congressional defense committees within 120 days of enactment to inform future policy choices.
