- Ansarallah, its officials, agents, and affiliates: Would be listed as a foreign terrorist organization and subject to property-blocking sanctions. The Treasury could be required to block U.S. financial transactions and the President must report whether three named individuals are officials, agents, or affiliates within 30 days.
- Humanitarian workers and civilians in Yemen: Would force the Secretary of State, with USAID, to report on how Ansarallah's rules, interference, and violence impede aid delivery. That report must be submitted within 180 days and covers obstacles to distribution and steps U.S. partners take to keep aid flowing.
- Maritime commerce and U.S. security efforts: Would require a presidential strategy, within 180 days, to degrade Ansarallah's command and control, leaders, intelligence support, lethal aid, training, and materiel and to restore freedom of navigation in the Bab al Mandeb Strait and adjacent waterways.

Sanctions and Reports on Ansarallah
This bill would require the President to designate Ansarallah as a foreign terrorist organization and to impose sanctions under Executive Order 13224 within 30 days of enactment. The sanctions would allow the U.S. to block property and ban transactions with Ansarallah and any foreign person the President finds to be an official, agent, or affiliate. Within 30 days of the designation, the President would report to Congress on whether three named leaders are officials, agents, or affiliates. The President would also have 180 days to give Congress a plan to restore safe shipping in the Bab al Mandeb, the Red Sea, and nearby waters and to weaken Ansarallah's offensive capabilities. The Secretary of State and USAID would have 180 days to report to Congress on obstacles to delivering humanitarian aid in areas under Ansarallah control, listing rules, interference, violence, and steps to prevent diversion.
