No United States Recognition of Russian Sovereignty Over Crimea or Any Other Forcibly Seized Ukrainian Territory
Sponsored By: Senator Durbin, Richard J. [D-IL]
Introduced
Summary
No U.S. recognition of Russian sovereignty over Crimea or any other forcibly seized Ukrainian territory. This bill would codify that policy and bar federal departments and agencies from taking actions, extending nonhumanitarian assistance, or spending funds that imply recognition of those claims, including related airspace and territorial waters, unless the democratically elected Government of Ukraine formally recognizes the claim. It would not authorize funding, create new programs, or add enforcement mechanisms beyond the stated prohibition.

No U.S. recognition of Crimea claims
If enacted, this bill would bar federal agencies from acting as if Crimea or other forcibly seized Ukrainian territory is part of Russia. It would prohibit actions, nonhumanitarian assistance, or spending that implies Russian sovereignty over those lands, related airspace, or territorial waters. The rule would take effect upon enactment. One exception: the United States could recognize a claim only if Ukraine's democratically elected government formally recognizes it.
