Expand Medicare coverage of clinical social worker services in skilled nursing facilities. This bill would remove clinical social worker services from the Skilled Nursing Facility prospective payment system and add health and behavior assessment and intervention codes to the set of covered clinical social worker services.

More Medicare mental health services
If enacted, Medicare would cover a wider set of clinical social worker services for mental health and behavior. Those services would include health and behavior assessment and intervention identified by HCPCS codes 96156, 96158–96161, 96164–96168, and 96170–96171 (and any succeeding codes) as of January 1, 2023. Clinical social worker services would be excluded from the skilled nursing facility (SNF) prospective payment bundle and could be billed and paid separately from an SNF per-stay payment. The changes would apply to items and services furnished on or after January 1, 2026.
