Show full summary
- Institutions of higher education would risk losing federal funds if a school‑based service site on campus or affiliated with the school provides abortion drugs or abortions. They must submit an annual certification of compliance to two federal agencies.
- Students and employees would be unable to receive abortion drugs or abortions at covered on‑campus school‑based service sites, limiting those services at non‑hospital campus clinics.
- Campus clinics and providers that offer primary care, family planning, telehealth, or pharmacy services are included in the rule unless they are hospitals, which the bill excludes.
- The bill would bar states from penalizing an institution solely for complying with the federal certification requirement.

Colleges could lose federal funds over abortions
If enacted, this bill would bar federal funds to any college that hosts or is affiliated with a campus clinic that provides abortion drugs or abortions. To stay eligible, affected colleges would have to send a yearly certification to the Secretary of Education and the Secretary of Health and Human Services saying no campus clinic provides those services to students or employees. The bill would define 'abortion drug' broadly and define covered campus clinics (school-based service sites) to include on-campus clinics that offer primary care, family planning, telehealth, and pharmacy services. Hospitals would be excluded from the campus clinic definition. The bill would also say a federally funded college may not be penalized under State law solely for complying with this federal rule.
