Summary

Protecting the integrity of the State Department’s annual Human Rights Reports is the central aim of this bill. It would require those reports to be comprehensive, fact-based, and free from political favoritism.

Show full summary
  • Would tighten reporting rules and require annual, credible Country Reports on Human Rights Practices that cover the full scope of internationally recognized human rights and maintain veracity.
  • Would expand what must be reported. New topics include involuntary or coerced medical or psychological practices and discrimination in maternal and reproductive health, refoulement risks, harassment of relatives of exiles, censorship and internet restrictions, freedom of expression, limits on movement, statelessness and discrimination against internally displaced persons, privacy interference, serious restrictions on political participation or fair elections, government corruption, targeted violence and discrimination against women, persons with disabilities, ethnic and Indigenous groups, LGBTQI+ people, and vulnerable migrants, and due process and detention abuses including politically motivated convictions and deaths or cruel treatment in custody.
  • Would emphasize engaging with human rights defenders, journalists, victims, and other stakeholders and using the reports to inform U.S. strategies and help prevent U.S. taxpayer funds from flowing to rights violators.
