Fertilizer Research Act of 2025

Summary

A public Department of Agriculture report on the U.S. fertilizer industry would be required to clarify market drivers, prices, imports, supply chains, concentration, and emerging fertilizer technologies. The Secretary of Agriculture, in consultation with the Economic Research Service Administrator, would publish a comprehensive report on the Department's website within one year after enactment. The report must cover ten specified areas including 25-year market size and price trends; import types, sources, and quantities by importer; a supply-chain overview and disruptions; industry concentration and anticompetitive effects; emerging fertilizer technologies and crop impacts; regulatory burdens; transparency of public price reporting with a recommendation on a regular reporting mechanism; and projected market growth and risks. The report must exclude confidential business information.
