Show full summary
The bill would require states to let eligible people register or update their registration and cast a vote on the day of a federal election or during early voting using a form that meets the National Voter Registration Act of 1993.
- Voters: People not yet registered and those who want to revise their registration could sign a National Voter Registration Act form at the polling place and vote the same day.
- Election officials: States would have to provide copies of required registration forms at each polling place and set up at least one registration location per 15,000 registered voters in each jurisdiction for early phased compliance.
- Implementation timeline and flex rules: States must comply for the November 2026 general federal election, with special compliance rules for elections before November 2028 and a certification option that can extend relaxed requirements through the November 2030 general election.
- Statutory exemption: States that, under continuous state law in effect on and after enactment, have no voter registration requirement for federal elections are exempt.

3 provisions identified: 1 benefits, 0 costs, 2 mixed.
Same-day voter registration at polls
This bill would let any eligible person register or update their registration at the polling place and vote on federal election days. The rule would apply on election day and any day voting is allowed, including early voting. Polling places would have to keep the required voter registration forms on hand. If enacted, this would start with the November 2026 regularly scheduled general federal election. The rule would not apply to States that have, under state law continuously in effect after enactment, no voter registration requirement for federal elections.
Phased rollout for same-day registration
This bill would require States to comply starting with the November 2026 general federal election. For elections before November 2028, a State would be treated as complying if each jurisdiction provided at least one registration location per 15,000 registered voters, reasonably located to serve voting populations fairly. A State could certify by November 7, 2028 that it cannot practicably meet the full November 2028 requirements; with that certification and the 1-per-15,000 locations, it would be treated as complying for November 2028 and elections before November 2030.
Technical HAVA citation update
This bill would change a Help America Vote Act enforcement cross-reference to refer to "subtitle A of title III." It would also update the Act's table of contents and redesignate some section captions. If enacted, these are technical changes to statutory citations and would take effect on enactment.
