Pentagon gets $10 billion for border security
If enacted, the bill would provide $10 billion to the Department of Defense to support Department of Homeland Security border operations. The money would be in addition to other authorized funds and would be available until September 30, 2028. Funds could pay for personnel, surveillance systems (including autonomous towers), intelligence analysis, fences, patrol roads, lighting, military aviation and airlifts, counter-drone systems, ground vehicles, and training. The Defense Secretary could transfer and reallocate these amounts for the same purposes. The Secretary must notify congressional defense committees in writing within 45 days after any transfer.
President's commander-in-chief power preserved
If enacted, the bill would say that nothing in it may be construed to limit the President's authority as Commander-in-Chief. This is an interpretive rule clarifying statutory meaning. It would not provide funding or change who gets benefits.
