Pay Our Military Act of 2025

Sponsored By: Senator Sullivan, Dan [R-AK]

In Committee

Summary

Guarantee pay and essential support for members of the Armed Forces during any 2026 government shutdown. This bill would create a temporary FY2026 appropriation to keep active and reserve service members paid and supported when full-year or continuing appropriations are not in effect. It would also cover civilian staff and contractor support tied directly to sustaining those service members. The law would take effect retroactively to September 30, 2025 and the funding would remain available only until regular appropriations for the relevant agency are enacted or until September 30, 2026.

Keeps military, civilian, contractor pay

If enacted, this would let the Treasury pay members of the Armed Forces (including reserve components) for pay, allowances, clothing, subsistence, travel, and related amounts during any FY2026 funding lapse. It would also allow payments to DoD and Coast Guard civilians and to contractors whom the Secretary determines are providing support to those service members. The authority would include payments under Public Law 97-377 (42 U.S.C. 402 note). Funds would be drawn from "any money in the Treasury not otherwise appropriated" and be available only until the earliest of: enactment of FY2026 appropriations that include these amounts, enactment of FY2026 appropriations that do not include these amounts, or September 30, 2026. The bill would take effect as if enacted on September 30, 2025 and would bar agency heads from using these funds while continuing appropriations for the same purposes are already in effect.
