CLEAR Act of 2025
Sponsored By: Senator Scott, Rick [R-FL]
Introduced
Summary
Aligns federal lists by requiring cross-review of Chinese entities for the military companies list. This bill would amend Section 1260H(b)(3) of the 2021 National Defense Authorization Act to require the Secretary to review every Chinese entity that was added during the prior year to any other U.S. government list that subjects them to restrictions or scrutiny. The change broadens which entities the Secretary must consider in the annual revision of the list of Chinese military companies operating in the United States.

Investors face new Chinese listings review
This bill would require the Secretary to review each year Chinese entities added in the prior year to other U.S. government lists. Those reviews would be used to consider adding those firms to the annual list of Chinese military companies. If more firms are added to that military companies list, investors, contractors, and businesses that deal with listed firms could face new limits and extra compliance costs. Households would not be directly targeted by this rule.
