Sponsored By: Senator Blumenthal, Richard [D-CT]
Introduced
Summary
This bill would force new federal reporting to expose whether China is circumventing embargoes on Iran through oil purchases and missile-related financial flows. It would task intelligence and Treasury officials with analyzing those transactions and reporting their findings to Congress.
Show full summary
- Intelligence community: Must deliver a report within 180 days that assesses PRC purchases of Iranian oil since 2020, including use of transshipment points and shell companies, and assesses significant financial transactions tied to chemical precursors or other materials that may support Iran’s ballistic missile program.
- Treasury Department: Within 180 days after the DNI report, must determine whether the PRC is conducting sanctionable activities related to oil or ballistic-missile support and report that determination to Congress.
- Congress and policymakers: Receive a detailed, cross-agency picture of China–Iran oil and missile-related financial links to inform oversight and any future policy or sanction choices.
*The bill creates reporting and determination duties and does not authorize new funding, so it is not expected to change federal spending.*
