  • Riders and transit agencies: Would let agencies use operating funds to increase or sustain vehicle revenue service, and recipients must keep non‑Federal operating spending at or above their most recent fiscal year. Apportionment would be based on each urbanized area’s share of reported operating expenses.
  • Funding terms and limits: Operating grants would cover up to 80% of the net project cost. An urbanized area could treat up to 10% of its section 5336 apportionment as if it were made available under this new section.
  • Security, safety, and service contracting: Grants can pay for security capital or operating costs and safety mitigations identified by safety committees, with recipients required to maintain non‑Federal security spending. Operating and planning assistance could not be used to transition fixed‑route service to third‑party on‑demand providers.

More federal help for urban transit

If enacted, the bill would create a new federal grant program for urban transit. Money would be apportioned each year to urbanized areas based on each area’s share of reported operating expenses. Funds could pay for operating that increases service, planning to adjust service, security costs, and safety capital projects. The federal share for operating grants would be 80% of net project cost. Recipients would have to certify they keep local operating and security spending at least at the most recent year. The grants could not be used to convert existing fixed-route service to third-party on-demand service. Each area could also treat up to 10% of its regular transit apportionment as if it came from this program.
