Summary

Would bar Medicare from adopting the WISeR prior-authorization payment and service model. The Seniors Deserve SMARTER Care Act of 2025 would stop the Secretary of Health and Human Services and CMS from implementing, piloting, or testing the Wasteful and Inappropriate Services Reduction (WISeR) Model or any substantially similar prior-authorization–based framework. The measure contains no funding, no phase-in or sunset, and does not change other Medicare eligibility, benefits, or program authorities beyond this targeted prohibition.

Stops WISeR prior-authorizations for Medicare

This bill would bar HHS from implementing the WISeR model described in the Federal Register notice (90 Fed. Reg. 28749, July 1, 2025). The ban would also cover any substantially similar prior-authorization–based Medicare model. If enacted, people on Medicare and their doctors would not face the new prior-authorization framework described in that notice. The bill would not change Medicare eligibility, benefits, other payment rules, or provide funding, effective dates, a sunset, or new penalties.
