State Veterans Homes Inspection Simplification Act

Sponsored By: Senator Crapo, Mike [R-ID]

Introduced

Summary

Deeming VA-certified State Veterans Homes as meeting Medicare Conditions of Participation would let VA inspections stand in for separate Medicare certification when specific documentation and alignment steps are met. The bill would extend that deeming rule to Medicaid, require VA survey data be publicly posted, and set timetables for joint review and harmonized reporting.

Deeming and Reporting for State Veterans Homes

This bill would let State veterans homes that the VA inspects and certifies be treated as meeting Medicare nursing facility rules. The VA must give HHS inspection documents on request and must submit its survey standards for joint review with CMS at least once every two years. HHS would still be able to investigate complaints, run targeted surveys, impose penalties, or revoke a home's deemed status. Medicaid would follow the same deeming rule for VA‑certified State homes. HHS must add VA inspection findings and quality data to Nursing Home Care Compare when feasible and issue guidance to align reporting within 180 days. The Medicare and Medicaid changes would take effect 90 days after enactment.
